Guymon City Council approves rifle range

Guymon City Council rolled through a brief agenda Thursday night with the goal of making it to the Texas County Activity Center in time for the legislative forum portion of Panhandle Agriculture Appreciation Day.

As presented at the last meeting, the No Man’s Land Gun Club wants to construct a rifle range north of the existing pistol range. Spokesman Billie Eagan said that his potential funding groups prefer long-term leases. City Attorney David Petty explained the city’s typical lease is for one year so that new members to council can more easily monitor city business. However,  Petty added, the lease can be any length and stipulate an annual review. Since the club already has a lease with the city for the abandoned range near the transfer station, Petty said it would be simple to change the legal description and insert the long-term lease with annual review stipulation.

City Public Works Director Ivan Clark said he had talked with the FAA since both are near the airport and received clearance for the longer range.

Guymon City Council approved the planning, design and construction of the rifle range on the north end of the city’s game preserve.

The council also agreed to charge all three commercial spray pilots based at the Guymon Municipal Airport $300 as the annual fee for each. Only the most recent tenant had been paying the new rate.

City Clerk Kimberly Elkins guided the panel through procedural maneuvers to approve the consent agenda, which includes the previous minutes and purchase orders, excluding one purchase order.

In new business, Clark told the panel that the new well, now to be known as well #34, was delivering roughly 500 gallons per minute. He added that a well had been drilled Wednesday for the new animal shelter and was bringing 50 gallons per minute.

He added that the bid opening for the guardrails for Thompson Park would be on Monday, Jan. 23.

Ken Stonecipher, who has been hired to represent the city for the construction of the fire station, animal shelter and library, said bids for the fire station and animal shelter had been advertised that very day, with a bid conference set for Thursday, Jan. 19, and bid opening Wednesday, Feb. 1.

Vice Mayor Kim Peterson said he wanted to establish a more aggressive clean-up program, not just for one week but year-round to beautify the city.
