Council sets special working session Tuesday for utility rates

Guymon City Council quickly tabled action on utility rates — hopefully for the last time — and set a special working session for Tuesday, Oct. 6, to finalize a recommendation on a rate structure before the next regular meeting, which is Thursday, Oct. 8.

An ordinance allowing golf carts and utility vehicles to be operated on city streets with restrictions in accordance with Oklahoma Statute 47-11-1116 was approved with the amendments of requiring signal lights on the vehicle and a $10 permit fee upon passing a safety inspection at the Guymon Polie Department.

Council also voted to accept contracts with Oklahoma Department of Transportation for financial assistance through the Public Transit Revolving Fund for 2010 as well as a Section 5311 program to fund “The Ride” for 2010; an engineering service contract to microsurface the runway and taxi areas at Guymon Municipal Airport under the Airport Improvement Program, and to enter a software system agreement with Tyler Technologies, Inc. to convert to their proprietary software in place of the frustratingly buggy system now being used.

Funding recommendations by the Convention and Tourism Board were upheld for: Oklahoma Ag Leadership Program in Guymon — requested and approved for $2,500; Mid America Weimaraner Classic Field Trial — requested and approved for $4,000; Crash for Cure demolition derby – requested and approved for $2,000, and Haunted Bamboo Maze — requested $4,000 and approved for $2,000 now and another $2,000 later, if possible.

In new business, Mayor Kenny Huckins had requested that the citizen sign-in sheet be amended to include subject i n addition to the name and that a time allotment will be issued.

In a public announcement, Community Development Director Vicki Ayres-McCune explained that she was personally asking the council to please contact our legislators to urge retaining the Optima Wildlife Management Area for public use and noted that with some maintenance that area will provide a huge economic boost to the area.

The special working session will begin at 6 p.m. Tuesday, Oct. 6, in council chambers at City Hall, 219 NW 4th St. in Guymon.
